Rules of the Competition

Eligibility
The competition is open to everyone. There is no requirement that an entrant be only from Maine. Accordingly, entrants located in any state or country are welcome to enter. All interested individuals, artists, designers, architects, illustrators, engineers and teams, from any location throughout the world, region or culture are eligible to apply. An individual or a team may enter, including teams from multiple disciplines. There is no limit to the number of team members. Emerging artists, students, and newcomers to the public art field are also encouraged to enter.

Entry Fees
There are no entry fees, due to the generosity of our Board of Directors.
Entrants are responsible for any expenses incurred in creating their submission for the competition

AWARDS, BUDGET, PROCESS

Open, Anonymous Competition
This form of competition encourages a large number of competitors with many different ideas. Judging is done anonymously to ensure that the results are based on merit.

Competition Process and Awards
The competition is divided into two stages. In Stage I, each entry will be coded with a number so that the entrant's identity will remain anonymous. A professional jury selects up to five (5) semi-finalist entries by the discretion of the judges.

In Stage II, the five (5) semi-finalists will be required to submit additional materials and visit the Portland vicinity for public presentations as part of the final round of the judging process. Individuals or groups whose semi-finalist entry is selected will receive a monetary award of $7,500 per entry, payable upon submission of specified additional materials. In addition, semi-finalists will be eligible for a stipend of up to $2,500 for other costs and for travel to Portland based on need and distance required for travel. The competition committee will work with the semi-finalists on booking travel arrangements and accommodations. Team entrants may be limited to how many team representatives are able to travel to Portland, Maine.

Grand Prize
A single grandprize winner will be selected from among the 5 semi-finalists. The winner will receive a monetary award of an additional $20,000 and his or her design will be used to paint the tanks.

Judging Criteria
Entries will be selected based on originality, artistic excellence, conceptualization, understanding of the site, location, beauty, the ability for the concept to be applied to round, three-dimensional objects, creative expression.

Artistic/Design Criteria and Considerations
Designs must celebrate the tanks' prominent location, with the goal of becoming a future landmark for the Portland Harbor, the region, and the state. The proposed artwork should:

  • Generate excitement and interest in the community, both locally and globally
  • Celebrate Maine's identity as a place that values art and innovation
  • Beautify the gateway to Portland/South Portland from land, sea and air
  • Energize and humanize the environment for residents and visitors alike
  • Provide a daily reminder of the importance of imagination
  • Create a high impact public artwork of the highest caliber

Please consider physical and social questions:

  • How will pedestrians, cyclists, vehicular passengers, boaters, and plane passengers view the proposal?
  • How will the proposal wear comfortably with the everyday experience of residents, and have impact on one-time visitors?
  • How will the proposal work from various vantage points, viewed from various distances, and from various speeds?
  • How will the proposal be viewed in different seasons, in different weather and in various lighting conditions?

We ask entrants to consider practical issues, including:

  • Keep it simple, this work has to be applied to a large number of above ground storage tanks
  • Follow the color guidelines and keep shading to a minimum
